HELMUT SCHMIDT, former Chancellor of West Germany from 1974 to 1982, is a native of Hamburg, where he was educated in political and economic science and took a degree in economics in 1948. As a Social Democrat, he came to his chancellorship having studied the workings of German economic policy firsthand as Joint Minister of Economics and Finance and as Finance Minister in earlier governments.
