A. E. DICK HOWARD is White Burkett Miller Professor of Law and Public Affairs at the University of Virginia. He was educated at the University of Richmond, received his law degree from the University of Virginia, and was a Rhodes Scholar at Oxford University, where he read philosophy, politics, and economics. Following his graduation from law school, he served as a law clerk to U.S. Supreme Court Justice Hugo L. Black.
