LOUIS BLOM-COOPER QC is one of England’s foremost constitutional lawyers and one of the most active proponents of penal reform. Educated at King’s College, London, and at the Universities of British Columbia, Amsterdam, and Cambridge, Blom-Cooper was called to the Bar in 1952 and was appointed a QC in 1970. From 1967 to 1982 he was Joint Director of the Legal Research Unit at Bedford College, London, and he has been a Visiting Fellow at Queen Mary College, London, since 1983.
